Southern Residents — The Ones Everyone Means
The J, K and L pods, roughly 75 animals in total, fish-eating and endangered. Haro Strait, directly off Victoria, is core summer territory for them — which is exactly why Victoria is a good place to try.
But be realistic: they are few, their movements follow salmon rather than schedules, and they are legally protected by a wider mandatory approach buffer than other whales. A distant, respectful sighting is the good outcome here, not a disappointment.
Why Victoria Specifically
Boats leave the Inner Harbour and run into Haro Strait and the Juan de Fuca Strait without crossing the Salish Sea first. Transit to the animals is typically 60 to 90 minutes, and tours range roughly 30 to 80 km. Less time spent getting there is more time on scene, which is the entire practical argument for departing from Victoria rather than the mainland.

Shorts and a t-shirt won't cut it, even if it's a warm day."
